Preference in bidding will be given to local vendors for supplies and equipment with the exception of gaming devices, and surveillance equipment. A local bidder who is within
5% of the best bid for the product or service will receive the contract.

Preference will be granted in the following order:

      First         Vendors located in communities represented in the SEDA Trust

      Second     Vendors located in communities represented by the
                        Chicago Southland Chamber of Commerce but not in SEDA.
